Hungary was disappointed with the rebuff dealt to its applications to join NATO and the WEU; it was being offered neither full nor associate status. However, it accepted the NATO Partnership for Peace proposal of 1993.
Hungary is an associate member of the EU, and has declared its intention to acquire full membership at the earliest opportunity. A treaty of co-operation and friendship has been signed with Russia, but relations have been strained by Hungary's open courting of the West.
The most problematic relations are with Romania. For centuries, the two nations have disputed the status of the Hungarian minority in Transylvania. Relations with Slovakia are also tense.
